The families of delinquents will no longer receive certain social assistance paid by the municipality of Caudry, over the coming weeks, indicated French public broadcaster Europe 1. The idea has caused an uproar, but a deliberation held by the councillor was recorded on Tuesday, April 13, by the communal center of social action (CCAS). “The security forces are more and more frequently confronted with delinquents, minors for the most part,” the mayor from the UDI party pointed out.
The town has in fact suffered, for many months, of a rampant incivility and violence. The first magistrate of Caudry therefore proposed to develop “an additional tool”, in order to heighten the responsibility of the families of delinquents. The text was voted unanimously by the CCAS board of directors.
The services concerned include, in particular, assistance with the payment of the school canteen and the settlement of invoices. The families concerned will be those “of which a member has been called to order”.
This measure is not, however, a first in France. For example, Franck Marlin, the LR mayor of Etampes (Essonne) decided in 1997 to withdraw optional municipal social assistance for the families of young people convicted of delinquency. The device is still in place in the city. A similar system was also adopted in 2018, in Rillieux-la-Pape (Rhône). More recently, the municipal council of Valence (Drôme) voted, on December 14, a decree intended to abolish municipal and social aid for the families of juvenile delinquents.
