A Spectator comment states that Starmer sees everything as a ‘case’. In that situation he priorities civil disorder instances according to their likelihood of a successful prosecution. There seems to be no mechanism for 360-degree consideration. ‘Provocation’ would be a useful starting point. But to do that the government’s underlying policy of diversity at any cost would be exposed for what it is. Cheap gerrymandering.
